Since their Hurricane Bolters count as 3 twinlinked bolter's does that mean if it moves those bolters can only shoot 12 inches?

No. Each Hurricane Bolter can fire 6 shots up to 12" or 3 shots up to 24", just like 3 boltguns that can re-roll failed rolls to hit. That is because vehicles count as not moving when it shoots heavy or rapid fire weapons; see pg. 58 of the rulebook.
