Are monoliths allowed to fire their particle whip while entering from deep strike? If not can it be used to teleport troops?

The rules state that vehicles deep striking count as having moved at cruising speed, but the codex states the particle whip may be fired even if the monolith moves. This was written before the fifth edition rules obviously. Which rule takes precedence? As for teleporting troops I feel as though if a squad can normally disembark after deep striking, then a monolith should be able to bring troops in as both reserves entering play from a monolith portal and when teleporting a unit within 18".

Also, I was wondering if the 'having moved at cruising speed' portion of the deep strike rules relates only to shooting or are sed vehicles also hit on 6's in the enemy's assault phase?

You know this from an old picture? It had been cut long before your comment about it. I really couldn't care less about what some stooge on the internet thinks about me.


In any case, the rule has been clarified in the INAT FAQ 2.0 for those of you that are more interested in discussing rules in a rules forum than discussing hair in a rules forum.

The INAT FAQ is only applicable to INAT (ie Adepticon) events. So while it provides an answer as to how 5 or 6 guys here on Dakka think, it is not in any way, shape or form an "official" answer for any event other than Adepticon, barring an event organizer declaring they are using it.

Now as to your questions:
IMO, shooting, no.
Teleporting units, yes (In fact, it may be mandatory)

The hit on 6's due to counting as moving at Cruising Speed? Now that is a good one. I'd say yes.

Well in this particular case I think we ruled what we believed to be the RAW, as it sure seems as though the Power Matrix's rule (which says that it can be used "even if the Monolith moves, is shaken or stunned") applies in this situation because the Monolith is only not able to fire because of how far it moved.

As for assaults, vehicles count as having moved at cruising speed, full stop (not "for the purposes of firing" or anything like that), so yes assaulting a Monolith the player turn after it arrives will indeed require 6's to hit it unless it is immobilized first.

If it can fire "even if it moves," that definitely seems like a loophole that would allow it to fire after deepstriking. In fact, it's almost identical to the GK LRC which allows it to fire its hurricane bolters "no matter how far it moves," allowing it to move 12" and still fire its bolters.

INAT ruled on many things the organizers felt were against RAI, and did so quite obviously. A few armies got pretty nerfed by it IMO, such any SM GOI based army...

Codex trumps rulebook, and since the Power Matrix can use its special abilities 'even if it moves,' it's quite clear how this should be played out.

"Even if it moves" is pretty easy. The thing keeping Deepstriking vehicles from shooting is that they're counted as moving on Cruising Speed, not the Deepstrike itself. The summer cottage may fire.
