This causes much debate amongst High and Dark Elf players, and I can't find a definitive answer.

Does it stop Eternal Hatred or not?

In my opinion, the wording of Eternal Hatred is that Dark Elves follow the standard "Hatred" rule against all enemies, and against High Elves, the Hatred rule carries over subsequent rounds of combat - so I'd say that the Standard of Balance would stop Eternal Hatred.

Yes, Because the "eternal Hatred" Says that all Dark Elf models Hate Their enemy, in addition when fighting High Elves, The effect of Hatred will carry over to later rounds of combat. Just like "speed of Asuryan" gives High Elves the ASF rule. "Eternal Hatred" isn't the Rule, but GW's Reasoning for giving them Hatred.
