1. Does Asurmens bladestorm stack with one DA squad that has it and he is in?

2. Can Asurmens bladestorm be given to a unit of Wraithguard he is in?

1) I don't see why not.

2) Nope. See page 21, Exarch powers only apply to aspect warriors.

Okay, thanks a lot. As for #2 I am looking at army builder, I dont have the codex with me, and there it is worded that like aspects just become fearless I think.

I as well do not have my book with me, but if I remember correctly they specify that Phoenix Lord powers don't stack with the same Exarch powers. I would check in the section giving the rules shared by all Phoenix Lords.
