The requirements are 1k, 2k, 3k. You can't reduce units or anything, but you can
add to them as you increase points size, which seems like a moot point for Wood Elves
most of the time (the only unit I can see increasing would be Eternal Guard).
I don't have Army builder at work, so I'm going to try to think in terms of the end goal.
What will I need to have in terms of power dice and anvil choices at 3k? I'm not interested
in double Treeman armies at this time. If I know how much character support I'll need
then I can think of 1k and 2k.

Wood Elves are one of the armies that I think doesn't need a lot of character support, their basic troops are just so darn good. If you must, you could take 2 lvl 4 Mages and a couple branchwraiths. That would be all the magic support you require.
Or 1 lvl 4 Mage and a Treeman Ancient.
For Anvils, Wood Elves really only have the Treeman. When I play Woodies, I take one treeman and no other anvil units. If a hammer gets close, flee and counter attack with one of your hammer units (Wardancers, Wild Riders, dryads with Branchwraith).

Here's what I'm thinking:
1k: Core heavy. Mounted Elven Noble as General. Wardancers
2k: Level 4 Wizard. Level 1 Scroll caddy. Dryads, second eagle and Wild Riders.
3k: Level 4 Wizard on Eagle. Wild Rider hero on stag. Treekin. Warhawk Riders.
Theme: Reawakening the forest. The first force is just skirmishers and
archers.
The second force they get a Spellweaver and her assistant. They raise the dryads,
eagle, and summon the riders.
Third force: Super eagle ninja wizard flyer, Wild Rider awakens the treekin and the warhawks.
Now the question is: what lores do I take and which spells do I angle for?

I think the normal WE lore is just fine and can be incredibly annoying for your opponent.
Read the report and agree that you don't need the Eternal Guard. They can be a fun unit, but usually you will get more mileage out of Glade Guard.
Did you miss using a Treeman at all? I usually find they more than make back their points in intimidation and terror checks.

Thanks.
I much preferred the two Eagles this time because it left me with room for
points to get other things, disrupted my opponent's plans for a fraction of
the cost, and he didn't bring any special characters. Playing games on a
larger table favors the Wood Elves as well since it gives my fast elements
more room to maneuver.
I was thinking about this the other day and I don't know what I would have
done against a Steam Tank or other durable threat.
