Well,me and a friend where debating something and I was wondering if you could help us out heres the question:

My pal says that if he takes Lord Castellan Ursarkar E. Creed but takes him as a senior officer and not as a special character that he can still use the master strategist special rule,I say he can't,who's right?

No, you only get a character special rules if you are using him as that character. Does the 'master strategist' rule appear anywhere in a senior officer's rules? No, thought not.

Creed is a special character and does not offer a way for him to be used other than as a special character so I'm not sure I understand.

It seems that you mean he is using Creed's model to represent a normal senior officer, in which case, no, none of Creed's special rules apply.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

Lord Castellan Ursarkar E. Creed may only be taken as a special character... because that's what he is.

If however you use the Lord Castellan Ursarkar E. Creed model as a different officer thats a proxy and falls under house rule territory.

And besides creed's special rules nolonger work in 5th edition deployment as it is now 1 roll.
