Pg. 74 of the rulebook covers House Gangs becoming outlaws. Back in the day, there was a chart that players used if one or both wanted to get the other outlawed. It was optional, and kind of mean-spirited. It looks like they left that out, and being outlawed became an Arbitrator function.
