Ok, if you are going to make a suggestion please keep it within my price limit, I only have $250 or maybe a little more depending.
First im going to buy assault on black reach, for the cheap terminators, dreadnaught, supplies, and tactical squad.
I am also going to buy a regular chaplain in terminator armour and a chaplain with a jump-pack.
I will also buy a blood angels death company, a tactical squad, and an assault squad.
So what do you think, also could you please tell me what to equip them with?
I already have the codex and rulebook but need paints, brushes, glue, and primer.
I will be mainly fighting tau and necrons, and the tau are using some weapon with like 24 inch range and 10 strength or something, the necrons are necron warriors, a necron lord, falayed ones, and pariahs.

First off, give us a little more information...
1. What points limits do the people you play with likely to field?
2. What armies do they have?
3. What kind of army do you want (assault oriented, mechanized, elite/character heavy, balanced, mobile)?
4. What chapter do you want? You'll need to decide on that first before you jump from one type of unit to another. Do you like space wolves, blood angels, dark angels, vanilla marines?

Also, it might just be cheaper to go all out on the Assault on Black reach Boxes and trade at the local store all your ork stuff for all the space marine stuff an ork player is using. 10 termies, 20 tacky marines, 2 dreads, 2 captains, heck yeah for solid core, and those Tacky marines can be converted to Blood Angels Death Company with as little as a different paint job.

Ok here's what I would do:
1.Buy a black reach box ($48).
2. Trade the orks for SM as an even swap. (A lot of people will do this since ork is the flavour of the month) .
3.Then buy the Codex ($24)
4. Pick a color scheme
5. Buy Primer: http://www.thewarstore.com/armoryspraypaints.html ($6)
6. Buy the paint triad for metal, and the color scheme of your choice. http://www.thewarstore.com/page747.html ($15)
7. Buy Black wash/ink and the wash/ink of your color scheme
http://www.thewarstore.com/wonderwashinks.html ($5)
Buy everything from neal at the thewarstore.com
Total: $98 +$6 shipping = $104
Now take your $121 and put it in the bank and don't touch it will you have played a couple games, and painted all of your army.
I know it will be hard not to buy more stuff but you will be doing yourself a huge service.
my guess is that next you will buy some sternguard and drop pods, or maybe a landraider. But you wont know until you learn your play style.
Hope it helps,
Chris

I like that idea a lot, you should take homp's advice... Figure out your playing style before you spend all your money. He's given you a solid core that's relatively adaptable and balanced and if you find yourself getting into CC and not having enough to pull through then you'll know what direction you'll want to go. I second the idea of SAVING. This hobby can consume you if you're not careful and taking a more objective look at things will keep you much happier in the the long run.

If your looking for trades, I suggest bartertown. They have a ratings system there and so far it has been a good experience for me. The posts so far have been very good advice. Buy a AoBR (assault on Black reach) set and a codex. Now while this will leave you short on some items like rhinos, and some heavies (vindi's, pred's and LR) and fast attack I suggest that you proxy a movement tray or a carboard square (4"x6") for those units, use plastic army men for assault troops or something. An army can cost hundreds, I know I've been there. Currently I have 2000 pts of Orks and Eldar NIB waiting for me to finish my marines (6000 pts). If your limited in funds proxy, otherwise it'll lead to a habit of,"wow that would be cool...$300 later, that idea sucked and doesn't work" So back on post. Try Bartertown.com

If you are going to be running Blood Angels, no reason to buy a codex. Having 6000+ pts of Blood Angels myself from 3rd edition, I would recommend avoiding them in 5th, but if you REALLY like the fluff, you can download the BA codex for free from GW.
Just a hint or two:
Don't glue on your dreadnought ranged weapon. That way, you can buy a single dreadnought kit and switch out lascannon, multimelta, assault cannon and plasma cannon as needed.
I personally like Krylon paint that adheres directly to plastic, but I don't own an air brush. If you can air brush, do that.

I recommend magnets highly. All of my TMC's are magnetized so I can customize absolutely everything. It also keeps things lasting much longer in case models fall over, get kicked over, or they encounter a horrible accident.

I agree. Play a few games with what you have. I bought a lot of models right away before i knew what my playing style would be (and by how I thought units would perform without playtesting them) and honestly, I will probably never use half of them so I wasted a lot of money by jumping the gun. :(
Also, ask your friends to let you proxy models to try out other units so you can get a real world feel for different things. It will really help you a lot.
I started out my SM army by buying a Black Reach box, and swapping with a friend who also bought a Black Reach box and for $60 I had 1100pts of marines. A great deal.
