How does Runes of Warding work against the ability to roll three dice and pick the lowest? It isnt a reroll at all I havent managed to find it in any faq

If I lose it is because I had bad luck, if you win it is because you cheated.

Q. How do the Runes of Witnessing in one Eldar army work against the Runes of Warding in another army?

A. Proceed as follows: when the farseer attempts to use a psychic power, roll 3d6. Consider the two lowest results for the purposes of passing the test (ignoring the highest result). Then, if the total of the 3d6 was 12 or more, the Farseer suffers a Perils of the Warp attack. . . .

It's in GW's FAQ.

And therefore completely unofficial. But that is the common sense way to go.

Per the "play any way you want" rule in the book, everything is unofficial.

I find the FAQ ruling counter-intuitive, actually. It'd be much more streamlined just to cancel the effects of both.

The FAQ says to choose the lowest 2 for casting but add them up for perils. This makes sense to me as the Runes are additive and do not cancel each other. A Farseer's own Rune focuses his power and the opposing Rune makes the discharge more likely to attract a daemon. (totally fluff explanation but there you go)

The only "hobby" GW is interested in is lining their pockets with your money.
