I'd like to think that GW would be able to make a proper PDF of their books and not just scan it in.

Ya... Um, Im no expert, but Im pretty sure you didnt find this on any GW site, and Im also pretty sure it isnt supposed to be posted. Something about illegality, GW loving to sue people, and intellectual property rights.

Indeed. Would not just be a scanned copy.
Most Print Shops now work electronically when it comes to platemaking. Thus, GW would simply create the PDF from said electronic copy to post it up.
