Does the Space Marine Attack Bike come with a base? if so which one?

The Bikes have had A) no base B) rectangle cavalry bases (from fanasty) and C) the oval bases.
Not to mention the many 'scenic' bases.

I just ask because I wonder about measuring range for the weapon mounted in the sidecar. The rules say that since it's not a vehicle, it should be measured from the base. How do you folks do it?

Well technically the game implodes because you're meant to base the model with the base it came on, the Attack Bike has no base, which means it can never actually be shot at or Shoot (since you measure ranges from bases, as it has no base you can never measure the range to it) so all its good for its to contest objectives as an uber immortal!
Of course that's why they make the rulebook hardback.
I personally play it measuring from the gun barrels.

Not really. See the rulebook, p3, end of the first paragraph under "Measuring Distances".
