Question 1. I seem to recall that we are allowed in 5th edition to have vehicles drive through ruined buildings and just required taking a dangerous terrain test. What about driving a basilisk through a wrecked, but not destroyed, Leman Russ? Is it the same? Is there anything that prevents a vehicle from driving through a sheer surface like that? Just seems unrealistic.


Question 2. Does pivoting occur in the shooting phase or the movement phase, and does it require taking a difficult terrain test if you are in terrain?

Question 1:
Ruins are just difficult area terrain with extra rules for climbing. Vehicles can't climb but they can still drive through them. Wrecks are pieces of dangerous and difficult terrain so vehicles are free to move right through/over them.

In short, if it's not impassable a vehicle can drive there.


Question 2:
Normal vehicles pivot in the movement phase. It does not count as movement so will not incur a dangerous terrain test.
Walkers can also pivot in the shooting phase but it still doesn't count as movement.

In one game turn an Imperial guardsman can move 6", kill a few guys with his flamer, assault 6", kill two more guys with his bayonet, flee 12", regroup when assaulted, react 6", kill one more guy with his bayonet and then flee another 12".
So in one game turn an Imperial guardsman can move 42" and kill more than 5 people. At the same time a Chimera at top speed on a road can move 18"...

As to #1, see p. 14 (2nd column, 1st paragraph):

And then the vehicle rules tell you to treat difficult terrain as dangerous.
