I bought the AoBR set a while back and put the marines aside. I have a solid 3k in orks and a 3k csm army and want to build the ultra marines up.

I have the standard AoBR Ultramarine setup with an extra AoBR terminator. I need help with solid all comers lists. I don't want to buy a bunch of fluff that I will rarely play with, but I am not opposed to buying squads for specefic purposes (vs dark eldar, swap termies for squad "x")

I know I will need a few rhinos, but what else do i need? Any ICs worth taking?

What do I need to go to 1000?

What do i need to go to 1500?

What do I need to go to 1750?

Well, I'd take as a core

2x10 Tactical Marines w/ missile launcher, flamer
10 Scouts w/ sniper rifles x10

and add elite + HQ:

Librarian w/ terminator armor, storm shield, 2 psychic powers
2x 10 Terminators w/ cyclone x2

This gives you about 1500 pts. Add some Attack Bikes with multimeltas so that you go up to 1750 pts.

I have a similar question as the OP for my own army as I look at adding some new squads, feedback is appreciated!

Nuclear: Properly pronounced new-clear, not new-cue-lir. There is no 'u' between the c and l, so stop saying it because it just makes you sound like a dumbass. This includes nucleolus, and all other derivatives of the word.

So something like this:
1 additional tactical squad with missle launcher / flamer
1 Scout unit with sniper rifles
1 Librarian with termy armor, storm shield
13 additional terminators with 2 cyclones
3 rhinos (or do the termies need rhinos?)

Are drop pods not useful these days?
Redeemer?
Other armor?
Devastators?

I'm not sure how many ponts this is, but try adding:
Drop Pod for Each Squad
2 more Dreads in Drop Pods
Some Termies
And maybe a couple of Assault Squads
This means your whole army can Deep Strike
If you don't do that, Try adding Termies with Thunder Hammers and Storm Sheilds and 3 Whirlwinds, for a Force that can destroy opponenet with barrage after barrage of missile fire Before Termies and Dreads close in, tearing whats left apart in assault, whilst other marines are held in Drop Pods, Ready to fall into battle and take objectives by force.
