No, the Black Templar codex is a seperate army and you don't share things between them.
Besides which what would be the point? It only carries scouts and you have no scout only units to put in it.

The Land Speeder Tempest is a model from Forgeworld. It's in one of the IA books.
The Land Speeder Storm is in the new SM Codex and can carry only scouts.

When you're talking Forgeworld, rules don't apply. FW has pretty consistently applied "any space marine army" to mean that armies selected from the SM, SW, BT, DA, and BA codexes can select the item.
FW is generally not allowed in tournaments, Adepticon being a notable exception.

The IA2 Update on Forgeworlds Site says "A Land Speeder Tempest squadron is a Fast Attack choice for a Space Marine army. They may also be taken as a Heavy Support choice for a
White Scars army."
And also, according to the update, the Storm is on there now as well
Take that quote for what you will. I know that particular entry is allowed at Adepticon for all Chapters of Space Marines but that is by no means accurate or official. Especially when things like the Storm are left out of the whats allowed from Forgeworld books for the tournament, and therefore only allowed to Codex Space Marines. And it has the same entry as above, minus the White Scars bit.

No, there's no Such things as a White Scars army any more. There used to be, with the Traits system. but now a "White Scars" army is no different to a Ultramarines Army with a Counts as Khan. Hate to say it but those rules are of no use (The heavy Support bit anyway).

Well the funny part is, that update came out after the new Space Marines Codex. It gave reduced costs to all Rhinos acorss Imperial Forces to match the Space Marines, gave everyone the same Land Raiders and on and on. Same with the new IG costs on Chimeras.
Point being, they did this to tie everything in to the new Codex. So you have to either make the assumption they made an error in leaving it, or left it on purpose because the writers still feel saying "Im playing White Scars" means your playing White Scars and not simply Codex Space Marines with a added made up theme.
Have to remember, nothing in FW is "official". So saying your playing "White Scars" is just as "un official" as using FW itself. If you allow one to be used, you have to allow what it says as part of its use.
