I had a game versus Orks, the ork player had 10 Burnas who he placed inside a trukk during his 1st turn.
And he was running around in the trukk dropping 10 flamer templates from the same spot in his trukk. So here's the thing, since that game I looked into the rulebook.
The rule for passengers firing out a vehicle state that if the vehicle moved at cruising speed the passengers may NOT fire their weapons.
This means the vehicles are limited to moving 6" max if the passengers are to fire.
However this guy was definetly moving beyond 6" and firing. Now I thought this was normal because the Ork Trukk is a 'fast vehicle'
However after taking a look at the rules for open-topped vehicles and fast vehicles I didn't see ANYTHING that allows passengers aboard open-topped vehicles wether fast or not, to fire their weapons if the vehicle moved beyond combat speed.
The fast vehicle rule allows for the VEHICLE itself to fire all it's weapons at cruising speed but it does not say that the passengers may also fire in this way. Meaning that the original 'no passengers can shoot if the vehicle moves cruising speed' rule still holds even for fast open-topped vehicles.
Did I miss something or am I correct in my analysis?

You are correct. Passengers in a vehicle moving at cruising speed (6-12" normally) cannot shot out.
They can disembark and shoot after having moved up to 12" though.

He probably still has 4th ed stuff in mind where fast vehicles meant you could move 12 and still shoot. However if he had a Red Paint job he does get a free inch so he could have moved 7 and still shot.

Under the section for open topped vehicles & transport vehicles it mentions open topped vehicles do not have specific firing points but all models can fire in such a vehicle measuring range & LOS of the vehicles hull.
Looking back to the "Fire point rules" it tells us nothing relevent so then further back to the template shooting rules it tells us that instead of rolling to hit (in which process you must check LOS/range) you simply place the template marker so that the narrow end is touch the base of the firing model & that it covers as many enemy models in the target unit.
This then disreguards the open-topped transport vehicles instructions to check los & range from the vehicles hull as you already have instructions which do not require LOS/range like normal rolling to hit shooting does.

Riiiiiiiiiiight, the OP isn't asking about how ranges are measure. i think the question was about how far a vehicle can move and allow passengers to shoot. Which was answered.
