I recently acquired an imperial guard salamander in a trade and was thinking about what people say about resin producing toxic dust if sanded or filed. Then I remembered something I'd been told, that the best way to prevent this is to put oil on the file or the sandpaper, which will bind with the dust and keep it from floating around in the air. Granted, it's a bit messy but it's safer. I recommend cooking oil, since it's already edible you're not trading one potential hazard for another.

Aerosols of sunflower oil or pump sprays used on the file only are a little less messy and provide just enough 'stick' to reduce dust.
