How quick do you want to build it out? Do you want MC madness or a reinforced genestealer army?
Personnally, I like the pressure that scuttling puts on your opponent as well as outflanking. Other problem is the relative short lives of non-MC creatures.
At 750:
Broodlord: 90 + Feeder Tendrils 3 ??
Troop: 8 Scuttling Stealers with Feeder Tendrils 160

Take the rest of your points and make a nasty carnifex. My recommendation would be talons & barbed strangler. That gives you one large blast template to whittle down hoard armies like orcs. This configuration also means you can move this fex easily to an elite choice as your army expands. (113 for just talons and strangler)
In most scenarios in 5th, the separation is 18" or so so you can have your stealers within range of a first turn charge unless your opponent reacts right. You can play around with scuttling and outflanking as the majority of your army qualifies for this. The fex should draw some fire away from your stealers and that should help.
The other determination is if you believe in 4+ Sv for your stealers or not. To field all 24 that way would cost you another 72 points. Others love adding the talons for the extra attack but that is again another 72 points. The question is how much more lethal do you need to make your stealers to make them effective and resilient enough to survive. BTW, this army at 750 is going for tabling opponents not holding objectives but at 750 you really don't have points to burn for lots of synapse so the choices all have a 10 leadership. You could argue for some meat shield gaunts but then you need at least one more hive mind creature.

I'd go with DAddicts army but swap the broodlord for a Hive Tyrant and add a carnifex and scything Talons to the Stealers. Make a CC monster army.

Oops, no codex so didn't realize that. Well, you change one to his retinue and seeing it doesn't get fleet of claw AND it has a brood lord with tendrils. Lose scuttling and tendrils from one unit and make it his retinue. That gets you 32 points back. Maybe give them the carapace for the 4+ save as they will be hanging out in the breeze and likely to catch the brunt of S4 AP5 shots that most armies are likely to shoot them with.

No flyrant. Single HQ = focus fire = baaaad. You want the retinue.
I wouldn't go crazy with genestealers tho. I think the better lists gravitate around the fexes. Barbed Stranglers are good gak.

What focussed fire? At 750pts how many heavy weapons do you think there are gonna be? With a flyrant who has warp field at such a low points level it will dominate the field.
And I gotta say your list doesn't make much sense...why give the fexes flesh hooks, they are I1 as it is. Why give them +1BS. They fire a blast weapon which doesn't rely on BS (much). Why give the fexes +1 WS? They should be hanging out near the tyrant so they DON'T get assaulted. What's to stop the stealers getting hammered on the way in? No gaunts means no cover saves. Massed bolter fire will decimate just about everything in your list with the exception of the tyrant + guard.
I would stick to a nidzilla type list. Perhaps even 2 tyrants. 1 with guard, 1 with wings. Comes out to about 380pts if you keep the biomorphs down. put in a few points in gaunts (spine gaunts with WoN), adds another 150 - 200 pts. Leaves room for a fex (113pt one) and a zoanthrope (who can keep the little guys in line who are holding objectives further back. The great thing about this list is the gaunts give cover saves to the tyrant because the guard aren't monstrous and they are the majority of the unit. Also provides lots of REALLY dangerous threats that should overwhelm anything they touch.

At 750 pts fexes are not completely necessary. Also, tyrants are more killy (except againsts AV14), but again, at this level how many landraiders do you expect to face?

Yeah, I'd admit I wasn't gonna spend 30+ mins coming up with a list of an army I don't play, so, sorry?
Anyway, I doubt he's gonna stay at 750pts, why ask him to work on a model (yea, they don't sell em with wings) that's obsolete in bigger games.

Can I ask how are flyrants obsolete? I find them great fire magnets and leave the rest of my army free to advance pretty much unmolested...for a turn at least. If it kills anything thats a bonus.

I like the Fexes as well, and they are a good way to give you some High Strength ranged weapons. Let me propose a list that reflects my play style.

TOTAL - 750
All your Big Beefies have a 2+ Save and charge down the middle. Drop a few Pinning Large Blasts on the shooting threats, keep your Genestealers behind for cover. When you are able to get stuck in combat, the Genestealers can help finish it off with a charge. The biggest problems are:
1. Your model count is pretty low, so you can't address the whole field of play. I like to crash the middle of the line then break left or right, concentrating on one side of the field.
2. Anti-armor is pretty much CC, so you may have issues breaking tanks if you can't close with them. 5 STR 9 attacks on the charge from a Carnifex with 2d6 damage rolls is pretty strong. Even the Tyrant, 2d6 + 6 is a good chance at chopping open anything with engines in it... just have to catch it first.
3. Genetealers are your only troops, so there may be issues with taking ground. A possible consideration would be to field a crap-ton of Gaunts in several groups instead of the Genestealers, or maybe a combination of Gaunts and 'Stealers. The reason I didn't include Gaunts is because I don't like dealing with synapse very much. Keeping the synapse to a minimum and keeping the number of kill points down were 2 of my goals.

The only problem with replacing the stealers with gaunts is that it your list only has 1 synapse model. Lose him and chances are the gaunts are gonna run the wrong way! Perhaps lose the extended carapace on the heavies to fit in more troops. At 750pts not much is gonna be able to mess with 3 fexes and a tyrant anyways, and AV14 is gonna be a rare sight.
I would also perhaps replace the tyrants talons with 2 TL devourers. 12 shots that re-roll to hit and re-roll to wound is probably better at this level...more infantry, less tanks, and fexes can hunt tanks from afar.
