Does the IG codex smoker-launcher version override the 5th ed smoke launcher?

Also, can Improved Comms stack, say I take two, and I get 2 re-rolls for 2 different reserves? On that same note, what is preliminary bombardment?

Yes, the IG smoke launcher rules take precedence (codex always overrides main book) but you get normal smoke in May

You cannot re-roll a re-roll from any source, so Improved comms does not stack. You should be able to re-roll two different reserve rolls, however, if you have 2x improved comms.

Ah, your second part about different reserves is what I meant by stacking, sorry for the mix-up.

It says on the improved comms entry something about preliminary bombardment? Is this only for Apoc?

No, considering this codex predates the Apocalypse rulebook. The rules for Preliminary Bombardment can be found on page 194 of the Warhammer 40,000 4th edition rulebook.

In your base, ignoring your logic.

Preliminary bombardment used to common in assault missions in 4th edition, but unless you and your opponent agree to use it, you probably shouldn't use it in 5th edition. This is probably why they're supposedly adding a "master of artillery" in the new codex that allows about the same thing. Like how they added orbital bombardment for the SM codex.
