can BA rhinos and Baals use OCE when moving onto the table from reserve?

Per deployment any special rules that could prevent you from coming on board (or force you to run in a random direction) is ignored when you enter from reserves. Pg 94, Arriving from reserves.

So if those overcharged engines still have a chance of immobilizing you then no, you may not enter from reserves with them.
