It's an Inquisitor Lord, but I'll summarise: The squad has 13 T3 Wounds. They all have carapace, and 4 models have 4+ inv. Also, the first wound taken is negated (regardless of instant death) They can put out 5 Laspistol shots (R12" S3 Ap-) and 1 inferno pistol shot (R6" S8 Ap2, melta) followed by 3 S3 CCW attacks at WS 3, 6 S3 PW attacks (3 at WS3, 3 at WS4) and 3 S6 chainfist attacks (S already doubled) at WS 5. Is all this worth 239 points?

Not really.
Witchhunter Inquisitors aren't nearly as good as ranged inquisitors, and using them for HTH is pretty tough to do.

A chimera? What about a Land Raider? I forgot to mention he'll be an ally to my Guard so I'm already going to be swimming in Chimeras when the new IG 'dex hits, and I don't feel like paying 85+ points for another in a 55 pt world. Or should I minimize the Inquisitor to just use him for the LR?

Well I only mentioned the Chimera because its cheaper than a land raider, but yeah, if you can afford to get a Land Raider Crusader in the army go for that instead.

WH can't get a Crusader, just the plain vanilla Raider. Does that change anything though? My plan for the LR was to be, essentially, a martyr. Drawing fire away from the ordinance. Clever or rediculous?

Worth the points?
So long as they can be mobile. That's not so much the points just for what you get, but a unit that is packing a fair number of wounds that, if yer lucky, can be a major pain in the tuckus to smiply get rid of.
Add a Chimera or Rhino (maybe droppinga few from the retinue to fit) and act as cover for other units/vehicles in your force that are more... valuable to your end goal.

Inquisitors suck, and almost never are worth the points. They're best used to simply unlock assassins and the like. Almost everything inquisitors can do, you can do with another unit better and/or cheaper.

Ask yourself if you can get a stronger HTH unit for that many points for Witch Hunters. The answer is probably yes, in the form of Celestians geared for close combat in an Immolator. Or even get Seraphim.

The call on the Inquisitor was mainly for the Land Raider. So, a minimized Lord with a land raider runs about 315 pts. At least I won't need to convert up so many henchmen... Think that'll work?

Get an inquisitor lord, two mystics, and a psychic hood. Null out any psychic powers that come your way, and confer your extra shots against deepstriking enemies to the landraider.
