I'm gonna take the plunge and crossover to Fantasy. I've yet to pick an army, and I have couple of questions.
What is the typical army size (points) for casual play?
I'm not a "have to win" guy, I just want to have fun and win occasionally . Low model count is a plus, but not a must.
Given that, what armies would you suggest?
I'm not keen on Bretonnians, Empire, or Elves of any flavor.

When I play a casual game it is always 2000pts so that you have access to the entire codex.
As per the army. How about ogre kingdoms? Low model count, and fun to paint!

2000pts is pretty good for casual play. many tornies are 2250. 3000pts isn´t too common but having 3000pts of troops is good so that you can mix your army up a bit.
as for army lists well taking out the ones you said you didn´t want that leaves the below. i´ll put some notes on each of them as i can
* Beasts of Chaos
they are a skirmishing army which can get rank bonus´ tend to have sizeable force and have some cool rules
* Chaos Dwarfs
don´t have an army book so probably not the best option
* Dogs of War
again don´t have an army book
* Dwarfs
slow, tough and shooty. dwarfs sit back and blast the opponent away with cool warmachines and then when the opponent gets close you have tough, well armoured guys to deal with them. usually fairly small number wise
* Hordes of Chaos
can do like 7 model 2000pt armies. generally don´t have large numbers model wise anyway. fairly good. Daemons of Chaos are currently considered the top army going around
* Kislev
not sure i haven´t seen them. don´t think they have an army book though
* Lizardmen
tough and fighty. they move to the enemy and take them on in hand to hand. they have a lot of cool looking models such as the carnasaur and the stegadon. moderate sized army model wise. have just got a new army book
* Ogre Kingdoms
lots of big boys in this army. tend to have low model count due to that. usually aren´t seen as overly competitive but i think they would be fun to play with. they are good in a fight however if you flop your rolling you loose whereas other armies don´t nessecarily care about how they roll (e.g. skaven)
* Orcs & Goblins
very mixed army. generally a move up and fight the enemy army. has anamosity so the army is prone to sitting there just when you need them (tends to only happen when you need them too lol). generally considered a horde army. get a giant if you take O&G
* Skaven
probably the most hordish army in the game. 2000pts will frequently see 200+ (sometimes 300) models. lots of very expendable troops and cheap point wise. have access to really cool warmachines and deadly magic (plauge anyone). very fun to play and it is rumoured that they are getting a new army book soon (i collect them)
* Tomb Kings
well they are undead but have i would say the second most reliable shooting in the game (second to wood elves). all troops hit on 5´s regardless of any modifiers. they have units of chariots which are really good as well as tomb scoripions. generally a moderate sized army model wise.
* Vampire Counts
undead and can raise more undead as they go. currently considered one of the top armies going around. i would consider them a hoard army because they probably frequently end the game with more models than they started with
hope that helps

dang it two posts between when i started and when i finished
quickly for Garuss Acine if you want it
Bretonians are an entirely mounted army (usually) so have a low model count and good saves
Empire are usually a good startiing army. have decent but not over the top troops and cav, have good warmachines. also have the steam tank.
high elves and dark elves are effectively opposites of each other with two key differences. high elves always strike first while dark elves have hatred. generally moderately sized army list
Wood Elves are arguably the fastest army in the game. they only have 1 ranked unit which i don´t think sees much play with pretty much everything else being skirmished or cav. are tougher than the other elvish races as they have forest spirits which include treemen. most reliable shooting in the game with wood elf archers having to pretty much cut off an arm to hit badly. then they still have a good chance to hit the opponent worst i think i have ever had to hit is a 5.
while their shooting is excellent they are still an up and in your face army with the large number of skirmishers and fast cav. they can also move woods during the game which is something no other army is able to do (move terrain)

If you really can't paint, as your username suggests - Chaos warriors are darned easy to paint, and there ain't many of them in an army!

@Icantpaint- Off-topic aside: PM One of the Mods or Admins if you want to change your username. On topic: leighr pretty much gave a good run-down of every army list. For a fun, low model count list, I'd recommend Ogre Kingdoms. The low numbers you'll field leaves lots of room for individualizing every model.

I tend to paint larger models a little better than standard size.
OK may be the way to go.
Or, Chaos Warriors.

having played Space Marines in 40k i want something nonhuman,how i can to lizardmen(other than having been a slight Herpetology fan) so that takes out Warriors of Chaos, Ork and Goblins, Orge Kingdoms, Dwarves, Empire(and the like) and Elves...never liked vampires or the undead so out go Tomb Kings and Vampire Counts, which leaves Beasts of Chaos, Daemons of Chaos, Lizardmen and Skaven....hate rodents(bad history with them, not scared just a deep seeded hate) so the Skaven get the boot, and have always disliked chaos(being a space marine player i guess it comes as second nature) so out goes chaos beasts and daemons, leaving Lizardmen(long process i know but it works right?) so Lizardmen is where i am left and i have to say they look awesome and i now just need a paint scheme the normal blue just reminds me of UltraSmurfs any tips would be awesome

I may not be the best person to give you an advise, but I would suggest you the dwarves because I personally find it quite fun and ,because I am really unlucky with the dice, at least the game endures more (the time the enemy comes and destroys me).

Orges will all be big models and very small numbers. If you like painting or modeling then this would be the way to do. They hit hard and have mult wounds. They posses magic that is both different and only requires 1 die to get off. I have only played against them once therefore that is about the limit of my comments.

VC are a very tough and versilte army, yet they are very lacking in ranged units, except a Zombie dragon's breath attack and a Banshee's Ghostly Howl, (which I never take in favour of more attacks) Ogres have the almightly Bull charge, (ogre tyrants with a longstrider and meat tenderiser have the potential to inflict 15 wounds by themselves, and are cabable of holding their own against entire regiments)
