Order, Chaos, these are words. Chaos is not something you fight against, order is not something you protect. They have no more power then that which we give them
And I will not prepetuate that there is something inheirently wrong with chaos.

I'm not a fan of librarians anymore. Low init means they are not good in closecombat, and while nullzone is nice, other characters can help your army out alot better. Since you are going for a gunline, I'd take Cantor or Sicarius. Cantor gives your tac squads +1 attack and stubborn, and you get an orbital bombardment. Sicarius gives 1 squad a skill, and leadership 10 for the whole army.

Autocannons on a dread are a waste. 2 shots at str 7 are not as good as 4 shots at str 6 (rending), or a tl lascannon, or a mulltimelta.

Preds....well here's my thought on armor and infantry. Infantry should be taken to kill what can kill your tanks, and tanks kill infantry. I'd take off the lascannons and put on heavy bolters. More dakka is good. Put lascannons on the tac squads. Get sicarius to give a squad tanks hunters for a str 10 lascannon.

Why all three landspeeders in a squadron? you have 3 slots, put 1 in each. The heavy flamers are a waste. If you get that close to the enemy to use them, the speeders will die the next turn. Multimeltas or assault cannons for tank killing is good IMHO. Attack bikes are better though in 5th ed. they can get a cover save, have 2 wounds, and can assault an enemy.

.Only a fool believes there is such a thing as price gouging. Things have value determined by the creator or merchant. If you don't agree with that value, you are free not to purchase.

I think termies are a bad route for gunline. Way too many points for not that much firepower.
460 points I believe to get 8 stormbolters and 2 assault cannons.

For the same points, let's go 2 tacticals with razorbacks.

75 pts razorback with TL plasma and lascannon

5 Marines: Sgt with combi-flamer 100

350 points - 10 bolters, 2 TL plasma, 2 lascannons.

The idea of gunline is to cut them down before they can get into HTH. Maybe one unit to counter assault.

Look at something like this:

5 tacticals as above. 875 pts
3 squadrons of 2-3 landspeeders with 2 HB: 360 to 540 (or +10 pts per for MM)
1 cmd squad and captain in another razorback:
2-3 predators, vindicators or whirlwinds.

You are presenting a boatload of hurt at range, all of your firepower is generated by vehicles so the demi-squads don't have to come out until absolutely necessary. The heavy choices are a matter of preference. If you go las/plas razorbacks there is no need for lascannon predators so I would lean to a mix of vindicators and whirlwinds. Vindis make opponents think about approaching your gunline while whirlwinds answer the pain things that your enemy puts in terrain. (lootas, pathfinders, dev squads)

If you like Pedro, I would lose the cmd squad and switch out as many tacticals for sternguard squads in razorbacks. Arm them with combi-weapons and they can be an effective counterattack unit and also quite capable of taking objectives as they are now scoring.

Of course the downside of this kind of army is the KPs you have out there and 5-man squads and razorbacks are not that hard to kill.
However, I think most opponents can not match you in the firepower and while 11 armor is not that awesome, there are not usually that many threats on the board to take on 5-6 razorbacks, 6-9 speeders plus 2 to 3 vindicators. Sure they will get some but you should be able to cut their numbers down with the volume of attacks.

EDIT YOUR POST BEFORE A MOD DOES!!!! You cant list how much upgrade costs by its self on this board. You can say what gear they have and how much the squad/guy cost total, but no break down.

anyway
1) if you are planning on doing a gun line why take termies? With those points you could make one of you preds AC/HB and 2 TL-Las/Las PLUS take a 3rd tac squad (which you really need if you want a true gun line)

2) extra armor cost 15 points not 5 AND on things like rhinos is just not worth it. They have such weak armor that most things will just pen. Dropping it saves you

3) drop the heavy flamers and assault cannon off your speeders and break them up into 3 squads. You could give 1 a typhoon launcher to help pop light armor/MC and the other 2 HB/MM to push forward and pop heavy armor or sit back a light up hordes.

4) your libby isn't a great fit for this army. Sicarius or Cantor will serve you better (I prefer Sicarius because you are trying to do a gun line)

5) If you really want to keep the dread I would go with dual Assault cannons, you lose some range but the extra 4 shots (all of which you get to re-roll to hit) will do WAAAAAAY more damage.) plus it makes up for the 2 assault cannons you lose by dropping the terminators.
