Where to start?
Firstly, two troops at 1500 points was how you played fourth edition; in third, you are crazy to not have three. I do not know how this list is supposed to operate if your only two units only have `minimal upgrades' too. You need guns to win this game. Big axes and claws are fine too, but failing that guns are the way to go. Up-gun these guys a bit so they can do some damage. These guys do not have the big-guns of Guardsmen, nor the special rules of regular Storm Troopers, so they pretty well have to be mounted in Chimeras. A shooty Chimera and some Meltaguns/Plasmaguns may make for some interesting units. Note that whichever unit gets the Priest will be auto-nerfed and largely ineffective --- abandon them on an objective somewhere out of the way,
Secondly, Assassins are also very fourth edition. They suck in fifth. Hell, the Vindicare sucked in fourth! Keep if it you really want one, but there are better ways to spend the points.
The Arco-Flagellents are terrible. I am sure they are there more for the theme, which is not bad in and of itself, but when you are deploying a Land Raider, two small units of weak guys, and one expensive unit of tough guys, what do you think your opponent will target? These guys are waste of points if they are not engaged with Terminators or equivalent, and your current list gives them little chance of doing this. Your opponent's list could potentially prevent this too, as they are rather situational guys.
Witch Hunter Inquisitors are pretty bad. Assaulty Witch Hunter Inquisitors are massive point-sinks that never do the job. I would suggest changing him over to a shooty retinue (Gun Servitors, Sages, etc) and letting him sit back. The Land Raider will probably be a bit of a waste of points in the end too.
The Priest is plain bizarre. Shotguns are poor weapons, and power weapons on S3 guys are no better. Both seem largely pointless upgrades. A Plasmagun or an Evicerator would be better options.
