Hello Dakka, I'm INSANELY new to WH:40k, and I've been trying to do research. I know that I need to get the rulebook + Tyranid Codex (They would be immensely helpful right now, I'll try to pick one up eventually). I searched Tyranid Army Lists, it kinda enlightened me, but I'm still confused.

What's a good starting-army point number? (Tyranid based)

What's a basic build that I should use (troops, elites, etc.)

Is there anyone I can PM/contact that If I need help, I can ask?

in answer to your questions, around 1500 points is a good start for any army, base the army around two troop 1 HQ and any other elite units ,heavy support and fast attack. usually about 1 HQ, 2-3 Troops, 1-2 Fast attack, elite, and heavy support. The army list depends on units you like or want for there special abilities and weapons, or choose an army list for killing certain types of units, it all depends on your personal preference.
