There was a block of foam painted as cement on the table. It was not difficult terrain to move around the top of it, it was just difficult terrain to climb up there.

Do jump troops have to take dangerous terrain checks to land on top of this block of cement?

I would say since you weren't treating the top as difficult terrain they don't.

They started in terrain that a normal infantry unit could move through without a test, and ended in terrain that a normal infantry unit could move through without a test. Whatever they flew over in between is irrelevant.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

It depends on what you and your opponent agree to before the game begins. It could well be 'impassable' if you want it to be and your opponent agrees.

Moving up/down via difficult terrain rules is fair given the description of the situation, with the top being clear insofar as cover/terrain checks are concerned.
