I was hoping for some clearing up. Long gunners have a ROF of 2. Does this mean that they each fire twice? and do they attack three times when they gain their dual shot rule? And thus have 4 attacks with Haley's feat?
If anything has a ROF of more than one you either need a focus or some rule that lets you get the extra shot off.

You may only fire each weapon once under the normal rules, regardless of ROF
ROF is the maximum that you can fire. Warcasters and Warjacks can spend focus to buy additional attacks up to the ROF.
Troopers with ROF of 2 or more will have some special rule on their card that tells you when they can shoot additional times. In the case of the Long Gunners, this happens when they sacrifice their movement.
Haley's feat gives you an extra attack regardless of ROF, so they can potentially fire three times (if they sacrifice their movement that turn).

First shot is an initial attack.
Warjacks have focus, so they can spend two focus to get the other two attacks.
