How high do I have to layer on the highlights in order to get a good effect? Looking
at it now, I don't think it would come out too strongly with a black wash.

Using black primer and a layered highlight of VGC 19- Night Blue

That's pretty much it. Although (and i admit i'm not familiar with the vallejo paint range here) it would probably be best to mix a little of a lighter shade of blue in for a final highlight. Subtle is always best, but if no-one can see it....

I used vgc sick blue to get a slight purple-blue shade on the exodite army. vgc sick blue with highlight "dots" of ultramarine blue look nice.
