The rules for sergeants and commissars in infantry platoons give them the following option.

The Sergeant and/or Commissar may exchange his pistol and/or close-combat weapon for:
- Power weapon or plasma pistol ............ x points

Similar language is used at other times as well. In this situation would the model be able to exchange both weapons for both options (or double up on one of the options)?

yes drunkspleen, just like in the marine Codex. We already had a hueg long discussion about this many months ago (of course I wasnt here many months ago, but you get the drift )

That wording means you may:
Swap the laspistol for a Power Weapon
Swap the laspistol for a Plasma pistol
Swap the CCW for a Power Weapon
Swap the CCW for a Plasma pistol
Swap the laspistol for a Power Weapon and the CCW for a Plasma Pistol
Swap the laspistol for a Plasma Pistol and the CCW for a Power Weapon
Swap the CCW for a Power Weapon and the laspistol for a Plasma Pistol
Swap the CCW for a Plasma Pistol and the laspistol for a Power Weapon
Swap the laspistol for a Power Weapon and the CCW for a Power Weapon
Swap the laspistol for a Plasma Pistol and the CCW for a Plasma Pistol

and so on and so forth!

It's worth pointing out that taking 2 Pistols does NOT make them twin linked unless Specifically stated (this isnt Codex: Imperial Nids here)

ugh, yeah I wasn't thinking, for some reason I thought this was different because of the two options listed together like that, but it's the same for all sorts of stuff like power weapons and lightning claws in the marine codex.
