I played a game last night and had an issue come up. The eldar player put his entire army in reserve. On turn 2 his seer council with a farseer jetbike squad makes the roll to come in from reserves. Before he moves the squad onto the table he wants to cast fortune on them. I tell him that he can not cast fortune because Eldar psychic powers have to be used at the start of the player's turn unless otherwie noted. As the reserve rolls and moves are made at the start of the movement phase this is after the start of the turn IMO. Was I right in my thinking? How would you have played it?

I don't think they would be entitled to use powers till they are on the table anyway and they can't get on the table till well and truly after the start of the turn since models have moved.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

Nope, if the model is not on the table at the start of the turn (that is, before absolutely ANYTHING is done AT ALL) you cannot target them with a power.
