1) Yes, for a standard 40K game, you need to fill the required 1 HQ and 2 Troop choices.
2) You can use as many or as few optional choices as you want, you are not required to fill all of one type. My army has 2 HQ, 1 Elite, 5 Troops, 2 Heavy Support, and 1 Fast Attack.

628th Praetorian Guard Cohort (wife's army)
827th Auxilia Cohort (ad mech fun)
825th Foderati Cohort (in the beginning army)
1212th Foederati Cohort - Jokaero (cause I like apes with guns) |

1. Yes. You must have 1 HQ and 2 troops in your force.
2. I don't know what you're asking - what optionals?
The Standard FOC (Force Organization Chart) is:
Mandatory:
1 HQ
2 Troops
Optional:
0-1 Additional HQ
0-3 Elites
0-4 Additional Troops
0-3 Fast Attack
0-3 Heavy Support
You can fill in the FOC after the mandatory in any fashion. Having 1 HQ, 2 troop, and 3 Elites is a legal force.
Some of the Ork HQ choices make minor changes to the FOC. For example, if you select a Warboss or Ghazkull Thraka as an HQ, you can take 1 unit of Nobz or Mega-Armored Nobz as a Troop choice (instead of as an Elite slot on the FOC). Wazdakka allows for Warbikes to be selected as troops (with no restriction on number of units).
An example army could be:
1 Warboss
1 Nobz Mob (as a troop selection thanks to the Warboss)
1 Boyz Mob
That would fit the mandatory selections.

Hi,
1)Yes
2)Both. The only thing you can't exceed is
the choices i.e Heavy,fast,troops etc
Optional just means what selections are
available to build your force.
