For a 1500pt tournament, do you think these scenarios are balanced and if not what armies get buffed/nerfed and why?
BASE GAME Points:
A win is 2pts, a draw is 1pt, a loss is 0pts.
Scenario 1.
4 objectives, controlling an objective is 2pts, contesting an objective is 1pt.
Max points possible is 10pts
Scenario 2.
2 Objective mission (1 in each players deployment), controlling an objective is 2pts, contesting 1pt
Max Points possible is 6pts.
Scenario 3.
Kill Points
Max points possible = 2 + your opponents army.

If someone in Scenario 3 is playing against IG they could rack up some unfair points.
I would say make every round have 10 possible points.

When I run tournaments I always just have a win equal 2 points, a tie 1, and a loss 0 like you do. But I offer no additional points. It seems unfair that if you get paired up against some kid and wipe the board with him you're rewarded better than if you barely squeaked out a victory from a hardened veteran. Too much hinges on who you play, in my opinion.
Of course, my system usually results in a tie or two for second place, but I use a painting competition to break ties. I like it, it makes painting important without making it mandatory and doesn't reward people for happening to be paired against a noob.
But that's just me.

Major Win=10 pts
Minor Win=7
Draw=5
Minor Loss=3
Major Loss=0, that's right losers rofl
Bonus points can be added to this structure how ever you want. By it being specific to the scenario or having it be the same in each game.
Ideas: +1 pt.
d3+2 obj. game, if you control all objectives at end or at anytime, your call
2 obj game, if you control both for 2 game turns (i.e. both players must have 2 complete player turns and at the end, you get the point. The turn in which you move onto the second objective is your first turn.)
Annihilation, kill all opponents scoring units (Troops or whatever they have that can score)
Additional points help kill tie breakers, and you can always set different values of extra points for certain missions such as the 4-5 obj. mission could be worth 2 extra points if you control all at once.
