What good use are they minus the utility of a MM wielding attack bike?
CSM bikes?
I actually liked using nurgle bikers a while back. They were either used as tank hunters or troop killers but the points raped the rest of army

What I want to know is why do space marine scout bikers have Shotguns (assult 2 AP -) when they have TWIN-LINKED Bolters (rapid fire, AP 5)on a relentless model (the bike)? Why would you ever shoot the shotgun? Even if you use the upgrade Astartes Grenade Launcher (still rapid fire!), the shotgun is inferior due to the bike's Relentless special rule. What am I not getting?

It's included because the old models before the new ones came out had shotguns.

command squad bikes (including relic blades, storm shields, company champion) are relatively nasty, attack bikes are pro, but the regular old bike unit might be 'fun game' only unit IMO.
for CSM, I couldn't imagine ever using bikes unless I was just playing a fun game.

I run an all-Biker Marine list and its not bad at all. Captain w/ Command Squad and three other squads and a few ABs. Mobility is the greatest asset, with a solid core of shooting.

Three bikers with two flamers and a combiflamer can make a decent counter charge, flank harasser or annoyer unit against hordes and eldar pathfinders. Sometimes they even survive long enough to contest an objective at the end of the game.
Scout bikers biggest use is to bring the oh so wonderful Locator Beacon to most any spot on the table.

They're fantastic when they're troops choices.
If I remember my calculations correctly a bike squad with a single flamer and a multi melta (on the attack bike) is exactly 60 points more than a tactical squad armed the exact same way in a rhino. That comes out to roughly 6 points a model (counting the attack bike as two models which with two wounds, two guns, and two attacks for all intensive purposes it is. Unless you stupidly allocate an instant death attack to it). 6 points a model isn't bad for +1 toughness, 6" more movement, relentless, and the ability to turbo boost and get a 3+ cover save. Not to mention, they could take a second flamer if they want.

I have a friend who plays White Scars. He plays one of the hardest marine lists I've seen. Chaos bikes, however, are way too expensive for what you get out of them.

Use them toget to objectives really quickly to cover them or flank the enemy troops with the massive amount of anti-infantry withthe heavy bolters. Weaker units like gaunts in the nids or something like that could probably be taken care of pretty quickly with attack bikes.

They really do not work well unless the entire army is bike mounted. Then, they are effective, but it plays like a different army entirely.

I have great success with my two 5 man bike units + Captain on bike. Knowing when to Move and when to hide is key.

At 'ardboyz points levels they'd make a playable but not dominating Korsarro Khan / Tigurius combo, where you hold almost everything in reserve except what you need to keep from being auto-destroyed off the table if your opponent is fast, then 3/4 of your reserves come in from the side second turn and you get first shot. Less than 'ardboyz levels tigurius isnt worth the points and the bikers are piecemealed, or shot off the table if they started on the table.
