Clearly answered in 'The Tally of Pestilence' special rule which starts out as follows:
... Whilst Epidemius is on the table...
It continues with the following:
... and as long as Epidemius is on the table, these cumulative bonuses affect all followers of Nurgle...

I did, that's why we read the rules again to make sure. It got me thinking that pure Nurghal daemon list is not as good as I orginally thought for two reasons... The Tally Man might not arrive in the first wave and you really don't want to get him in combat unless absolutely necessary.

It's worse than that. As someone who has played several Tally lists, it's a fun build...not competitive. Anyone that has experience against tally knows the only thing a Nurgle player has for punch is the demon princes. Kill the demon princes, there goes tally...
In addition, the best unit in the entire Demon dex (Or possibly second best unit) is the Grinder (Which is also one of your few ranged anti-armor)...and they don't give you tally. Mech forces drive around and laugh.

Yeah, I played in a big tourney a while back and the guy next to me was playing it wrong. He was playing a buddy of mine so I told him he should read the first sentence of Epi's rules.
He was a good sport and conceded the game after realizing he'd been using the special abilities all game without the Tallyman present. I felt bad, but he was really putting it to him!

Not competitive? Aww I got 13th in the Championships at Adepticon with a tally list. I did get second wave one game but that just meant I deepstruck in on uncontested objectives late game. I played (mech orks, mech salimanders, white scars) I would say for how much armor I played I did fairly well. You just gotta learn to play the list, like any other army.
