If you have a ten man squad of Terminators that you want to Combat Squad and Deep Strike, in what order do you do this? Do you split them into combat squads and DS them separately or do you split them when they arrive on the board?

You must take them as 2 Seperate Squads (using up 2 FoC slots). The only way for a marine unit to Combat Squad is to Start the Game on the board or arrive via a drop pod. Marine Squads that Walk in from the Board Edge or Terminators Who Deep Strike CANNOT combat Squad. Woops I'm getting senile

Nope.
You make the decision when you deploy the unit. As such you can make it when deploying with deep strike, or moving onto the table from reserves. The reason that drop pods get an exception is because in order for all 10 marines to ride in the pod they must be one unit as the pod (and they) enter play, they then split on disembarkation instead of on deployment.
Arriving from reserves is 'deploying' as defined by the reserves rules on page 94 of the rulebook, "...the player picks any one of the units arriving and deploys it..." since arriving by deep strike uses the reserve rules you would be entitled to make a decision on combat squadding on deploying the unit. Naturally you'd need to deep strike each combat squad separately.

And once again me working from memory without double checking has made look like a fool (Look like? Stop Kidding yourself ).
Seems that 'Nilla Marines Can indeed combat Squad after Walking in/Deep Striking.
The reason I said they couldn't is because the old wording ala Blood Angels said they couldn't.
My bad

So how do you do this? Do you roll to see if each combat squad comes on separately or roll for the whole squad? Can you deploy them in seperate places? Do you roll to scatter for each of them?

You would roll 1 dice for them together, as they do not become separate squads until they are deployed, and they are only deployed AFTER you roll for them.

Note, you cannot deploy half the unit on the board and hold the other combat squad in reserve to deep strike.
You could however, hold the unit in reserve, and have them arrive via different modes - ie, one combat squad walks on the from table edge and the other deep strikes.

So to clarify, on the 2nd turn I'd need to roll 4+, and then I put down one model from each combat squad where I'd like them to Deep Strike and roll a scatter dice and 2D6 for each combat squad separately?

That is incorrect. When placing a Unit in reserve, you have to declare how they will arrive and cannot change this mid game. Since the Squad of Terminators is NOT 2 squads until it has arrived, they cannot arrive via different methods. Basically you state "Terminator Squad is Coming in Via Deep Strike", Roll for them together, but deep strike them separately as 2 different squads. You cannot have Half Walk on and half Deep Strike
