Ok its ordnance barrage d3+3 blast is that from a impact point or from the edge of the the large template becasue reading the descriptions on the page its got the firepower of a nuke.

It is described very clearly in the codex. Since you seem to have access to it, I suggest reading it again carefully.
If you don't have access, you're gonna have to wait till it comes out because giving away rules wholesale is against Dakka Policy and GW IP Policy, and doubly so for Codex's not out on Public Release.

Also to just get this out the way now, the fluff descriptions have no effect on its ingame rules. Period.

Surely quoting rules that havent been officially released can only be regarded as conjecture and so are not covered by IP laws? Short of posting actual screen shots of detailed rules from the codex itself (assuming its the final print copy and not just a draft) anything we say up until its release date may be (although it isnt very likely to be) completely wrong.

No it is a breach because GW still own the IP.

And even if it is not in "Public" release, it is still out to a fair few number of people, mainly people who work in a GW or people who have friends in places.

In fact, quoting ANYTHING from ANY GW publication without prior written permission is technically a breach of copyright under UK law. Even though you can rub it in their faces with all the Fair Use laws you want, GW are actually reasonable and allow website like DakkaDakka to let people Quote rules when used for ruling discussions. What they do not tolerate is people just wholesale asking for rules.

GW are very finicky about protecting their IP, and more than 1 Website had faced the wrath of their lawyers (we all know at least one website/project that has been killed by them)
