2 Spear Chukkas may be purchased as a single Special Slot
if the dakkanites could weigh in on this i really need help with these rules in game play.
Whats the reason for a bully?
Does one bully count for both chukkas?
How does CC work for the chukkas?

The bully, as far as I know, provides a Leadership boost and a minor combat boost.
Bullies are purchased for each Spear Chukka.
Close combat works the same as for any other war machine; check the BRB for details.

whats a safe number of chukkas to field?
do i need 70+ pts which is 2 or more?
do bullys work and if so is it wroth 10 more pts for 80 pts?

You buy a single Bully’s as an upgrade for each war machine crew, and they stay with the crew. So, if you buy 4 Bull’s for 4 Spear Chukkas, you pay 40 pts. Bully's provide better Leadership, a combat boost, and they keep your Goblin crew from Panic caused by other Goblins. For me, those were not enough benefits to buy for a for a 35pt. Spear Chukka. But, I would buy one for the Panic immunity for a 70pt. Rock Lobba.
You need 2 to 4 Spear Chukkas. Probably 4. More causes bad feeling with some opponents. I couldn’t hit anything with Rock Lobbas and gave up on them. Some people swear by Doom Divers.

i will defiantly look into the doom diver.
I have 2 chukkas, i would love to get two more, but had held back as ive seen others do well with them. Its just that the guys i play with here use 8 and it seems cheesy. i couldnt decide how many to get.

I'm not too fond of the doom diver. d6 S5 hits isn't worth much. Fanatics do that at cheaper
I would take 4, probably the safest number.

My lord I never leave home without a bully.
Ld 7 vs Ld 6 = awesome boost for Gobbos.
If you could pay 5 points to put a Ld 6 champ in a NG unit would you? Of course.
The spear chukka is so good I'd be hard pressed to ever go to a 2000+ point battle with less than 4. At 3000 it would be 6 (all I own so far)
Against certain armies where I just wanted to really, really annoy my opponent I'd take 8.
They wound monsters and their riders.
They really hurt chariots.
They smash ogres and other 40mm infantry.
STANK = dead vs 4 spear chukkas.

Also vs every other special choice they are an absolute no brainer as your first choice for special.
They are my second choice too.
Then I look at squig hoppers, squig herds, BOs next.
