I just want to clarify if Apocalytpic Barrages hit vehilces at full strength even if the vehicle isn't under where a center hole would be. I'm just considering the Thousand Sons Warband and wondering if it could make a decent first strike against light vehicles.

I assume so, since there's no special rules for vehicles being hit by it, you default to the rules for models being hit by it, which says that everything takes a full strength hit.

.... why are you using them like that? each guy you kill off is 60pts ?!?! it would be far better to keep them alive and say give them a psychic power ... gift of chaos would be a fun power to give them all ... you then have a unit that's keeps expanding your army ... each turn up to 20 new spawns (just make sure you bring enough spawn models) ... and if i recall correctly people with the mark of tzeentch can use a second power so that might be 40 (but I'm not sure on this)

Apocalyptic Barrage has its own rules, so yes, vehicles get hit at full strength if hit at all.

Not to mention there is no hole anyway so the normal rules wouldn't make sense
