Prince Yriel is a special character, so does he count as an Autarch?

This question is in relation to the rule on Page 21 of the Eldar Codex; Exarch Powers can only ever affect Aspect Warriors and Autarchs in the same squad as the Exarch using them.

Does that apply to him? His title is "Prince Yriel - Autarch of Iyanden".

If this is answered in an FAQ I'd love a link to it.

Yes .... its a pain that its left out on army list pages but he is an Autarch ... page 53 read the master Strategist rule ... in fact i'll put his version up for you ...
"Master Strategist: Like all Autarchs, yriel is a superb commander. he has the master Strategist rule (p18)."

Yriel follows his own rules on p52 & 53 eldar dex. But yes, he counts as an Autarch.

It's a bit like Lelith, leader of her own Wyche Cult and equipped with Wych Weapons... and not with one word said to be a Wych herself. ;-)

Strictly Speaking he is not an Autarch, he's a special character. But it is IMPLIED very heavily that he is, so much so that even I have no problem with it.

All the other Special Characters are specificity mentioned to be allowed a Command Squad/Honour Guard, while Vulkan Does not.

Actually it's not like that at all, Yriel fluff wise and it is strongly implied rules wise is an autarch, whereas Vulkan is a salamander tasked with finding all the lost relics of their chapter with the right to call upon the assistance of the rest of the chapter, his fluff clearly says he is neither a captain nor a chapter master, and the only thing that would make him such would be wishful thinking.
