I'm putting together a Chaos army now and I had a few questions about the actual modelling. Is it legal to model and paint Terminators in a Nurgle scheme (ie vents, rot, bubbles, bloat, etc) without giving them the Mark of Nurgle? How about Obliterators? Does this violate any rule? Apart from the rules, does this violate your sense of "fairness"?
I've scoured the rulebook and the Chaos 'dex and I haven't found anything that convinces me one way or another. Any input appreciate -- Thanks in advance!

There's one very simple principle that governs WYSIWYG, and that principle is inherent in the name of the rule.
Is it legal to model and paint Terminators in a Nurgle scheme (ie vents, rot, bubbles, bloat, etc) without giving them the Mark of Nurgle?
Is your opponent getting what he is seeing?
If the unit appears to have the Mark of Nurgle, then it should have the Mark of Nurgle. Otherwise, what your opponent is seeing is not what your opponent is getting.
Most players in actual practice won't have a problem with it so long as you point it out before the game, and so long as it's consistent (if one Nurgly Terminator squad doesn't have the Mark, then all of your Nurgly Terminator squads should be the same) to make it easy for them to remember.

It's just a single squad of Termicide. What about the Obliterators? They can't even take the mark.... Hmmm.

Me: “Wow, those Nurgle Terminators look great!”
You: “Thanks. By the way, they don’t have the Mark of Nurgle, .”
Me: “What’s the Mark of Nurgle?”

it depends on all sorts of stuff, but generally, as long as all are equal, you can say that lascannons are heavy bolters, as long as any time I see a lascannon in your army it's a heavy bolter, similarly, I don't care if you have 4 terminator squads each painted up in the style of one of the 4 gods, if you tell me "none of the terminator units have marks" as long as there's some sort of consistency I don't mind.
That said, you will find people who will create a fuss about it, so be careful taking your non-nurgle nurgle terminators to a tournament.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

the main thing is that if your opponent has to keep asking what squad is what, then your in trouble. If you want a nurgle themed army w/o the mark of nurgle then thats cool, if a squad or more has the mark of nurgle then you need to do something that makes them stand out. You could always say the un-marked have not yet fully proven themselves and only have a slight taint (maybe dont go full nurgle with them) Marked units should significantly stand out (model them fully, maybe add distinctive features, like they all have pus cannons (bolters) instead of a right arm, anyway that makes them standout from the rest is ok. As long as your opponent dosent have to ask whats what and whos who.

It all boild down to your opponent.
As long as you are not going "That one has the mark, that one does, that one does" etc then it should be fine. Just make a point of telling your opponent before the game "These are just normal Termies, not Nurgle Termies." That way everyone is happy.
