Okay, a couple things...first off:

No. No, no, no. Guard's strength is shooting. If you need to keep something from preventing you shooting, it should be the bodies of those that would otherwise be shooting. In this case, that's what Guard line squads are for. Particularly with a commissar. Hulksmash - I think you've got exactly the right idea with this.

Again, no, no, no. I mean, I don't really agree with a
PCS loaded with sniper rifles (particularly since they're all BS3), but taking Grenade launchers for them instead is no way to go. Infantry kill tanks. Tanks kill infantry. The grenade launcher does neither of these things as well as other units in the Guard army. Guard troops are cheap and plentiful - consequently, they can afford to be specialized. Grenade launchers have been and continue to be the jack-of-all-trades weapon - meaning, they are the master of none. My preference is to give the
PCS a Chimera and meltas, but you do already have 3 3x Vet Melta Squads and a
CCS with 2x Meltas (and you also have 2 3x Melta
SWS squads, but I think you can use those points better elsewhere). If you want the
PCS to hang back, give them another Autocannon and spring for the plasma guns - you've got the points to spend on them, particularly if you're going
AC/
GL in your line squads (which isn't a bad thing). But 4
GLs or 4 sniper rifles? I think you've got better ways to spend the points.

Otherwise, you've got a fairly solid list. I think you could do with changing the standard Russes to Executioners or Demolishers. But otherwise a good base list. As far as the options you're looking at, let's take a look at them:

IG batreps I'm reading, it's really looking like a Psychic Choir in a Chimera is a solid, solid unit. I think of all the options you have listed, this is the best one - even better than the Vendetta.

IG lascannon
HW teams as they are of hearing Dave47 talking about dual
CCS's, but lascannons are not a cost effective means of killing enemy armor. As soon as
GW released 5E, they dropped in effectiveness. Which is why you saw melta-spam drop armies from
IG after the release of 5E. Even though
IG are getting a new codex, it doesn't mean that lascannons have gotten any better.
IMO, the only way for
IG to reliably kill enemy armor is melta. Lascannons are points better spend elsewhere.
