I guess the place to start would be deciding on what type of play style you would enjoy? Some armies are pretty flexible in that they offer multiple play styles and others arn't and are more limiting. I have experience with Witch hunters, space marines and Guard and for the most part the marines and the guard seem pretty flexible. For witch hunters it seems that mechanized sisters are the way to go.
Another question you need to ask is do you want a competitive army or a casual army?
Orks have a good codex and a few different decent lists.
The Guard Codex is brand new but seems to be pretty decent so far.
Eldar seem to thrive as a mechanized army.
Dark Eldar need a new codex but the raider rush seems to still be a moderate option.
Atm the double lash seems the way to go with chaos marines but the codex can offer alot of fluffy army options.
I don't know much about demons, and havn't looked at the other armies in a long time.
I know its not a complete list or breakdown but I hope it helps

I would say orks for the following.
1) May good competative builds (battlewagon spam, melee or shooty hordes, nob bikers)
2) Many fun builds (nob hvy lists, all grot army, KoS, etc.)
3) Some of the best models out there and a converters dream army to kitbash with (most kits are bashable).
4) They are not Meq's so they have play differently and well you probably don't want another army with a statline full of 4's.
Finally and most importantly.
5) Green is Best !

If you already have space marines then orks would be a good place to go for the reasons Casper just said.
Another option is Eldar. If you find a lot of humor and like painting large amounts of models go for orks. If you like specialized forces with the potential for some wild painting go for the eldar.

i was thinking about orks, but my problem is that i dont want to paint so many models:( and also i dont like to move 20+ models in one unit ( i hope that i dont sound like lazy idiot )
eldar seems very nice- they got lots of different units that are usable ( i hope ) and are also nice
i fell in love with SoB but problem is that theay got few very good units (troops) in codex and thats all, also they are metal and quite expensive and in czech republic is really problem to get those minis
thank you for your advices
can someone do the list of armies for me? ( and please write about them something)

My KoS orks list has 80 models at 1850, thats 1 squad of 20 and then lots of squads of 12 in trukks.
Eldar are a nice army but are about 50% metal models as well.
Which armies did you want a write up on (be specific)?

Googlesearch each army, look on wiki for the background of the army.
cut out the armies that you dont like the background of.
Decide how you want to play: combat, shooty, mix, mechanised etc. cut out the armies that dont fit the bill.
From the remaining armies, pick the one with the models you like the best.

Perhaps we should use this thread as a basis for an article, or set of articles, to help people like this. I am sure most of us have been here before and could appreciate how something like that could help. I will try to kick this off with the Sisters. This will need to be expanded upon to make a good article, but it is a start at least.
Codex: Witch Hunters, Third Edition.
Background:
One of the Imperial forces, the Sisters of Battle make up the militant arm of the Ecclesiarchy. Having access to the best equipment the Imperium has to offer, the Sisters strike into battle in Power Armour and wielding Boltguns. They defend holy sites, fight holy wars and defend the faithful against that which is an affront to The Emperor: the mutant, the heretic and the xenos. To this end, they bring holy bolt and purifying flame upon their foes, protected by their faith. At times, the Ecclesiarchy will also deploy other horrors to the battle field, such as Arco-Flagellents and Penitent Engines. Heretics who will atone for their crimes only through their deaths. Codex: Witch Hunters also allows access to Inquisitors of the Ordo Hereticus, the arm of the Inquisition concerned with heretics and mutants, such as Psykers. An Inquisitor is also able to bring Assassins to the field of battle.
Models:
This is an all-metal army, so it is quite expensive, but it also has arguably the best line in the game. Gorgeous, detailed sculpts that are a joy to paint. While challenging, the army also provides many opportunities for those interested in the modelling aspect of the hobby. Inquisitors and their retinue typically require extensive modelling work and tend to feature a personal touch between different players. The entire range is direct order only, so it can be a pain to get what you want.
Play Style:
The most common build from this Codex is the all-Sisters list. This typically involves a sea of light armour, filled with Sisters armed with Boltguns, Flamers and Meltaguns, that surges forward. Once the Sisters get into Rapid Fire range, they can mince Elite squads in a single turn of shooting. Drive-by Flamings/Melta-blastings are also a common theme in this build. This is also the best way to make use of the `Acts of Faith' mechanic in the Codex. Sisters can perform a limited number of `minor miracles' on the battle field, such as making their save invulnerable for a single phase. The more units of Sisters you field, the more of these you can perform in a game.
The next most common is the Inquisition list. An Inquisitor with Inquisitorial Stormtroopers and possibly some Assassins. This list may also include limited selections from the Sisters, but not always. Most typically, the Inquisitor and his retinue will provide long-range fire support, while the Stormtroopers run around in Chimeras, similar to the Sisters list.
Finally, we have the `freak show' list. More of a fun list than a competitive build, it makes use of the less reliable elements of the Codex, supported by a mix of Inquisition and/or Sisters units. Potentially, this list could be devastating, but its key units are quite expensive and highly random.
Codex: Sisters of Battle also allows you to ally or induct elements from the other Imperial Armies, allowing you to mix-and-match to some degree. For example, you could Induct a Platoon of Imperial Guard to provide a solid gunline, run some Sisters of Battle as your mechanised regiments, then have allied Grey Knight Terminators deep strike into the enemy lines. Alternatively, you could play your regular Space Marine army, but bring in an allied Inquisitor and his Stormtroopers to hold the line while your Marines do what they do best.
Future:
Andy Hoare is known to be working on the next edition of this book, but the release window is not currently known.
EDIT: I have started an article for this here: Warhammer 40,000 Army Overview. Please help me to build this up.

Focused Dark Angels Land Raider Pilot

My first spin off army from Dark Angels was Imp guard (3rd ed at the time), and loved the long range shooting style. Once the two Inquisitor lists came out, I already had half the army done with both SM and IG options. And Assassins where always fun for me. One of many reasons I tried to stay Imperial in all my armies was to utilize most of the stuff I already had into different armies and play styles.
Orks however where my first non-imperial list, and really it was more for the modeling and fun of the army than the winability. Something about orks with rockets strapped to their backs and being able to model a kommando with just legs and the barrel from the terrain box made me smile.
I always say pick the army that YOU enjoy. I guarantee that if you go for the army that is winning all the tournys, or the list thats unbeatable right now, a few years or even months down the road your going to be really unhappy with your purchase and end up putting aside that once-epic-now-gimped army and buying the next insta-win army.
Hell a lot of armies weaknesses end up being half the fun of the army. Orks Stormboyz have to roll a dice each time they use their jetpacks for movement. Roll a 1 and and one dies. That to me is hilarious, even if I just lost a model.
Its just like Xenith said, Look at the backgrounds, the models, and the play style. Remember its a game. Dont just play to win, play for fun.
Gona stop before I start preaching.
