Yes... when a unit is embarked powers are measured from the hull (BRB, pg. 66), unless otherwise specified in the specific rule. Orders are different (C:IG, pg. 29), unless the vehicle is a Chimera (C:IG, pg.29).

Homer S is correct, you will measure from the hull of the vehicle fir the Stubborn Bubble. It's a great way to boost the range of the bubble, especially when in such a huge vehicle like the Valkyrie.
