(50pts) Sgt. Telion with snipers, they all get “stealth” so no cloaks, and the ML will be used at BS 6 turn one. Not to mention all special weapons can be picked out by Telion's double shot.
Alone he is a 73 pt model that is not an independent character. He has only one wound and their can be only one of him in an army. 13 pts a scout + 10 pts for sgt. + 50 pts for Telion = 73 pts
Telion has the Special Ability “Stealth” giving his unit +1 Cover Save, not war-gear “Combat Cloak.” His squad does not benefit from “Combat Cloaks” unless he is killed. Just like any other model that has a unit beneficial Special Ability; once the character is killed the ability is gone.
Take his 2 shots for example, for 10 pts you get a servitor for 13 pts you get a scout, the difference is the servo arm versus the sniper rifle, which is a free weapon choice. Same range, same damage, same Pinning, same Heavy, and same Rending as Stalker Pattern Boltgun. SO that extra shot, without an extra wound is worth 3 pts.
Giving another scout BS 6. You loose 3 shots for one, 2 precision shots and 1 heavy weapon shot, for 1 heavy weapon shot at BS 6. Obviously this is only used when needed or when the precision shots are not worth trying to use. Unless, you think Telion 6 BS ML/HB and +1 W is worth the extra 23 points that is spent on the heavy weapon scout. AKA “Voice of Experience” is a fair trade for the just in case option.
That stat bonus is worth about 10 points “Acute Seances”. Less Stat points then the 10 points for a basic scout promoted to Sergeant. Check out other units in other armies, generally speaking, 10 pts to Sergeant gets 3 more stats, and weapon options. But with Telion you loose the options and take in less stats.
13+10+3+10= 36 = Telion without “Stealth” and “Eye of Vengeance.” Lets say that shot is worth 7 points, then you have “Stealth” worth 30 points, same as a full squad of cloaks.
Obviously this is an opinion, realistically that cool shot is worth 20 pts, like the conversion beam, but that leave 17 points for 5 scout with cloaks (15 points) which is terrible upgrade, but if you spend more money to buy an extra sniper squad and a Telion model, then you get 10 scouts with +1 cover instead of 5 scouts.
Remember the rules are also there for the business of GW they write them you know. Save the points by spending more money. With cloaks for 5 Scout snipers (one Pack) or 10 Great Scout sniper Squad for (one Telion model and two sets of sniper packs); spend more money save more points. For five scouts you are down 2 points, (BOOO) for 10 scouts you save 13 points worth on cloaks.
That's the math, in my opinion, but for wording its as easy as the following seven words:
Special Ability “Stealth” not War-gear “Combat Cloak.”
