Anyone has any ideas how the rules for outlaws work and what the rules for starvation are?

Unfortunately, the rules for outlaws isn´t in the core rulebook. It should be in a fanatic magazine, but I don´t really know which one.

Don't know if it's there, but if anyone has it, Eastern Fringe does.
