I don't think this is directly covered in the Turbo-boosting section, but I could be wrong. Lets say I have a Squad of Space Marine Bikers on the board, 12" from my own board edge at the start of my turn. I also have an independent character (say a Techmarine) on a bike coming in from reserves. If I Turbo-boost the Techmarine straight forward 24", so that he is 12" away from the bikes, then move the bikes themselves up 12" and join the Techmarine into the squad, what happens?

Obviously the Techmarine can't shoot, but since the bikes themselves only moved 12", would they be allowed to shoot even though they are now part of a squad with at least 1 member who Turbo-boosted (because he did that before they were part of 1 squad)?

Or is it simply 1 Model in the squad as it stands in the shooting phase used his Turbo-boost so the entire squad is disallowed any more actions?

The Techmarine cannot shoot, but the unit does not get the cover save (because 50% of the unit has to be in cover to get the save), so the Techmarine will not benefit from turboboosting.

The Techmarine benefits from moving fast, but doesn't get a cover save from turboboost.

He will if more than half the squad is somehow also in 3+ cover

Only Independent Characters can join units by moving within 2" of them. The rules do not allow a unit to move into coherency with an IC and join them, so in your example (as written) the bikes would move up but not join the IC.

However if you reverse the question, the bikes move 12" and then the IC turboboosts to join them, then as others have already posted, he would only be able to use this cover save if 50% of his unit (including him) were in cover (for example, the bikes were behind a hill). If that happens you run into the situation in the rulebook where you have a unit with models in two different kinds of cover (4+ and 3+, in this case).

This situation is not described in the rules so you'll have to figure out yourselves how you want to play it.

In the INAT FAQ, for example, we ruled that you just use the cover save that the majority of models are in (so in this case, a 4+ save would be used). But again, that is a ruling made in lieu of any actual rules in the rulebook for a unit in two (or more) different types of cover.
