Is he an Elite or HQ and also can he be used or is he just a mission based character.

If you use him as an inquisitor lord with retinue, he's HQ.
If just an inquisitor, he's Elite.

If you use him with his own special rules and list, you need the IA book he's in - IA vol 417, Siege of total market saturation (NOTE; THIS IS SARCASM. I think it's vol6 or vol7).

I would say he is just a scenario Char based on not having a definitive statement of his Selection.

Stat and point wise he is on par with and Elite choice from either book plus retinue.

Use him however he is stated in his IA entry - if it does nto state which position he takes up, you can buy him without using (as in use up ) any slots.
