Given the roaming about of armies that look to use a particular spell for victory (I'm looking at you Gateway Warriors and Invocation VC) I'm guessing folks have tried out some of the 'eliminate a spell' items. But I don't really see them in many lists which makes me think the consensus is against them.
What are the thoughts here? 4+ is too unreliable for the 45-50 points? Two scrolls are more efficient/more predictable? The timing of these are probably odd as well. You don't want to use it on an insignificant casting and waste the scroll aspect, but you do want to use it early to get the spell out sooner rather than later.
Thoughts?

i ran spelleater rune once with my first game with stunties. its cool cuz if you miss the 4+ its still an expensive scroll. the eating is a good side efffect

They are all purely situational. When to use them depends on what you're facing. If they work for you then take them, if they don't....

So lack of use is more attributable to the fact that they are too situational, and not appropriate for all-comers armies?

Well, yes. And no.
They can be useful, just not as versatile as a dispel scroll, which can stop a spell. Otherwise, you're ususally paying 20 points more for a 50% chance to destroy a spell as well as dispelling it that round.
I'd take em, if you play against any army with magic, as they still can be useful, if not expensive.
