Can a IG officer issue orders ( when he's embarked ) to a unit ( also embarked ) in the same transport vehicle ?

No, as said in the IG codex "An officer may attempt to issue orders providing he is not locked in assault, embarked in a transport vehicle...", although the Chimera allows him to issue orders while embarked there is no such rule for the Stormlord

Now substitute car with a tank & shouting with specific military commands.

I rather believe the point was, that it is odd you cannot issue orders to a unit embarked in the SAME transport that you are also embarked on.
A situation that could arise in Stormlords, as the Stormlord can transport several units.
While it is indeed hard to talk to some standing outside a car, it isn't too hard talking to the persons inside with you.

RAW says no you can't.
However, since you're talking about Apoc, any reasonably opponent ought to let you.
Also, isn't the Stormlord open-topped? I would say that you should be able to issue orders from open-topped vehicles. (again, not covered in the codex since there's no open-topped guard vehicles for 40K)

Exactly my intend.
There is no way to imagine why someone standing near you can't talk to you, until you assume the stormlord is too noisy to have any orders been heard but that would mean you could also not get the order to disembark then..
I'll have to nerve those guilty of producing such rules directly, so wanted to be sure before writing.

You might want to double check your Imperial Guard codex, neither vehicle is listed in it.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

Is there any need to reiterate the original question?
Type of vehicle means nothing, subject is " embarked unit = cannot receive orders ".
Referance is IG codex page 29.
And i think the question is answered.
Sadly, i need to propose a change for the stormlord and its variants, because i believe it is silly to deny orders when both ( officer and recieving unit ) are in the same transport.
As i understand it, "should be possible" is fine from a play by consent perspective.
