Servo-arm: Techmarines and Servitors are equipped with powerful servo-arms that can be used for battlefield repairs or even put to use as a weapon. Each Servo-arm grants the model a single extra close combat attack, made seperately at Initiative 1 and Strength 8, ignoring Armour Saves.
Servo-harness: A servo-harness gives the Techmarine an extra servo-arm (giving him two servo-arm attacks), a plasma cutter (fired in the Shooting phase as a twin-linked plasma pistol, but cannot be used in close combat) and a flamer. In the shooting phase the Techmarine can fire both harness-mounted weapons, or one harness mount and another gun.
The Servo Harness appears to grant 2 servo arm attacks, despite its claim of "an extra servo-arm" since a MotF doesn't get the single arm to begin with, just the 'pair' afforded by the harness.
To back this up, the Techmarine Army List entry (p. 138)

Here the servo-arm is replaced by the servo-harness, trading 1 servo arm attack for 2, also gaining the plasma cutter and flamer. Note that it does not that the techmarine can 'add' a servo-harness in addition to his servo-arm, he must replace it.
What this means, (and my interpretation of all this).
Servo Harness provides two servo-arms. On the MotF, this means that he gets two servo arm attacks, plus the benefits of the harness. Also if he were to take a conversion beamer, he must exchange his servo harness for it, and thus loses both servo arms (and subsequently both attacks).
