So I was going through the BA codex and it says that C:BA is a supplement to C:SM. My question is this, since I could not find an answer from the C:BA: Can I use Baal Preds in my vanilla SM army if I wanted to?

No. You either play one codex or the other.

No, if you Play BA (that is, Using the BA Army List for all Points costs, options etc), you get Baal Preds.
If you Play Nillas, you Don't.

And if you do you can't get Vanguard (But you get asslut vets), Sternguard (your really missing out) Ironclad (but you get furious'o), Scout bikes, Master of the forge and Redemmers.

Assault vets > Vanguard
Assault vets > Sternguard (can be equipped better )
Furioso / death company dread > Ironclads

dont forget Death company
baals, and alot more extra stuff normal marines dont get

Where do you see that the BA Codex is a supplement to the SM Codex? Are you looking at the old 3rd edition one?

Arshbombe, GW have the official one on thier site somewhere as a download. (im guessing until they make one)

Aye, that's the old one. The newest BA codex can be Downloaded from the GW website. It's on the same page as all the FAQs.

The only thing you can use from the new Codex: Ultramarines are the stats for Cyclone Missile launchers (cause they forgot to put them in the BA one). everything else is Self Contained, differing Wargear effects and all.

I know. I play BA. The OP stated that the BA codex says it's a supplement which makes me think he is trying to use to old one.
